  REGULATIONS  
 


Preamble
Lisbon International Independent Film Festival (IndieLisboa) aims to contribute for the discovery and revealing in Portugal of new films and new directors, within the universe of independent film, either national or international.


Article 1
(Objective)
IndieLisboa intends to stimulate the public exhibition of films that are neither distributed nor exhibited within Portugal’s traditional circuits.


Article 2
(Date)
The 4th IndieLisboa will be held between 19th and 29th April 2007.


Article 3
(Sections)
These are the IndieLisboa sections, which accept submissions:

A. IndieLisboa

Competition – The Official Competition for Short and Feature Films is composed of films that have never been publicly exhibited in Portugal and which were finished in 2006 or 2007. To this section can apply first or second works, fiction, animation, documentaries or experimental films, in a clear bet in new directors.
Observatory – The Observatory tries to be a radar on essential works of independent contemporary cinema, by presenting films that cannot be part of the Official Competition (whether because they were finished before the selection date, or because they’ve been shown in other cinematographic events in Portugal or because the directors have already obtained a larger recognition).
Laboratory – The Laboratory has a compromise: to screen more radical and unclassifiable works, which overcome genre and format and explore new territories in filmmaking.

B. IndieJunior

Competition - Screenings programmed for a younger audience, with the presentation of shorts and feature films.


Article 4
(How to apply)

1. To apply to the Official Competition of IndieLisboa, all films must fill the following conditions:
- Fiction, animation, documentary and experimental Short and Feature Films;
- First and Second works;
- 35mm, 16mm and vídeo;
- produced in 2006 and 2007;
- first public presentation in Portugal during this festival.
2. To the Observatory Section can apply:
- Fiction, animation, documentary and experimental Short and Feature films;
- 35mm, 16mm, vídeo;
- produced preferably in 2006 and 2007.
3. To the Laboratory Section can apply:
-  experimental Short and Feature films;
- 35mm, 16mm, vídeo;
- produced preferably in 2006 and 2007.
4. To the IndieJunior Section can apply:
- Fiction, animation, documentary and experimental Short and Feature films;
- 35mm, 16mm, vídeo;
- produced preferably  in 2006 and 2007.
5. The Festival may exceptionally decide to select films that do not fill some of these conditions.


Article 5
(Subtitling)

1. All selected films will be screened with Portuguese and English subtitles.
2. Portuguese films will be screened with English subtitles.


Article 6
(Juries of the Official Competition)

1. The Jury of the Official Competition of Feature Films will be composed of five renowned personalities of the cinematographic milieu, of which at least one will be Portuguese.
2. The Jury of the Official Competition of Short Films will be composed of three renowned personalities of the cinematographic milieu, of which at least one will be Portuguese.
3. Personalities with direct interest in the production and/or exploitation of the films presented in the Official Competition cannot sit on the Jury.


Article 7
(Awards)

1. The awards attributed by the Jury of the Official Competition are the following:
- Feature Film Grand Prize, in the amount of 7.500 euros;
- Short Film Grand Prize, in the amount of 3.000 euros;
- Best Portuguese Feature Film (This award may be attributed to any film in Competition, Observatory or Laboratory section. Amount to be announced);
- Best Portuguese Short Film (This award may be attributed to any film in Competition, Observatory or Laboratory section. Amount to be announced);
- Best Cinematography Prize for a Portuguese Feature Film (This award may be attributed to any film in Competition, Observatory or Laboratory section. Amount to be announced)
2. The Jury of the Official Competition may also attribute special mentions when these are justified.
3. The Audience Jury (which is constituted by all viewers of the Competition and Observatory sessions) will attribute the following awards:
- Feature Film Prize (amount to be announced);
- Short Film Prize (amount to be announced):
- Best Indiejunior film (amount to be announced)
4. The FIPRESCI Award is attributed to the Best Feature Film of the Competition (including all the Portuguese films, independently from the section they are included). The Award is given by a specific jury, nominated by FIPRESCI. The winner will receive a diploma.
5. The Amnesty International Awards is honorary and is given by an independent jury, from all the films in the official program of the festival that promote Amnesty values, mainly Human Rights. The winner receives a diploma.
6. The Onda Curta Award is given to the Best Short Film and is a TV acquisitions rights award (This award may be attributed to any film in Competition, Observatory or Laboratory section).
7. The Distribution Award is given to a Feature Film of the Competition and is composed by 2.500 euros, to help the distribution of the film in Portugal. 


Article 8
(Submitting)

1. The submission should be done online in www.indielisboa.com.
2. To confirm your submission please send to IndieLisboa, Rua Almirante Barroso, nº 11 - 1º andar, 1000-012 Lisboa, Portugal the following data:
Until 16th February 2007 (for selection)
Copy/ Receipt of the online submission
VHS/ DVD (PAL), subtitled in English (in case of non-Portuguese films)
Dialogue List
Pictures of the film and director
Until 2nd April 2007 (for exhibition)
Print of the selected film (in the requested exhibition format)
Posters, postcards (electronic press kit) and other promotional materials.


Article 9
(Selection)
The official selection will be announced to all the submitters until a month before the beginning of the festival. After that announcement and until its exhibition in the festival, the selected films must not be publicly exhibited in Portuguese territory.


Article 10
(Film staying)
All films screened during the festival must remain there until its ending, and will be returned only after the closing ceremony.


Article 11
(Transportation)

1. The transportation costs of the VHS/ DVD for selection are the entire responsibility of the film’s candidate.
2. The selected print transportation costs (round trip), as well as its insurance, are the Festival’s responsibility, except when the film is coming from another festival. In this case, IndieLisboa will pay only for the print’s sending, as accorded in all international film festivals.


Article 12
(Insurances)
All films’ insurances are the entire responsibility of the Festival, from its arrival until its return.


Article 13
(Publicity)
The producer (and/or the owner of the exhibition rights of the film in festivals) that has been awarded during this festival must compromise and mention IndieLisboa in all publicity and press/promotion materials produced right after the attribution of the prize to the film.


Article 14
(Acceptance)
Participation in the Festival implies acceptance of all the afore-mentioned regulations and respect of the present regulation.


Article 15
(Omitted cases)
The Festival’s Direction will decide regarding all issues not included in the present regulation, according to the international rules of Film Festivals.
